ANLO SHS BOILING OVER CHEATING IN DISBURSEMENT OF THE RECENT GOV’T FREE SHS INTERVENTION CASH
RECENT cheating cum corrupt practices being adopted by the management of Anglo Senior High (SHS) of the Volta Region in the connection of disbursement of the recent intervention fund released by government through Ghana Education Service (GES ) for academic, practical and technical examination to Senior High Schools and Technical and Vocational EducationTraining (TVET) has sparked a serious tension and confusion within the management and staff of Anlo SHS, which situation needs an urgent intervention from the government if not it would turn into bloody clash in the school.
The anger of the teaching and non-teaching staff stems from the fact that they could not fathom why the management of the school being led by the Headmaster of Welfare, Mr Godson Ahiave, Headmaster of Academic, Mr Appiah Kubi and Headmaster of Administration should used their own power and discretion to ignore the new modalities pesrcribed by the central government through the GES for the disbursement of this year’s academic, practical and technical intervention fund released to the SHS and TEVET.
The criminal and corrupt tatics of the management of Anlo SHS, according to the visibly aggrieved teaching and non teaching staff, has amounted to a complete cheating, stealing and corruption, disclosing that a total of GHC 113, 574.00 that has hit the account of the Anlo SHS as the money for 2020 intervention of academic, practical and technical examination and that the money was currently in the bank account No. 5071130001675
in Anlo Senior High of the Ghana Commercial Bank (GCB), KETA branch.
In this vain, the staff, have therefore, called on the ruling government of the New Patriotic Party ( NPP ) led by H.E President Nana Addo Dankwa Akufo-Addo to impress upon the Minister of Education and Director General of GES to immediately probe the management of Anglo SHS in order to bring the penpertrators to the law book to serve as deterrent to others.
Document intercepted from the office of Ghana Education Service by this online portal indicates that per the GES modalities for the disbursement of funds to the schools which in two folds, the management of the SHS/TEVET in the day only takes 5. 0% of the fund whilst the management of the SHS/TEVET in the day/boading also benefits from the same 5. 0% of the fund.
It emerged from the document that the technical staff including teaching staff on management in day SHS/TEVET takes 76.0 (80 of the remaining 95%) whilst the technical staff including teaching staff on management in day/boading of the SHS/TEVET also takes 66.5% (70 of the remaining 95%).
The document indicates that the non- teaching including the non teaching staff on management of the SHS/TEVET of day schools only takes 19.0% ( 20% of the remaining 95% whilst the non teaching including the non teaching staff on management of the SHS/TEVET in day/boading takes 28.5 (30% of the remaining 95 %).
Additionally the document indicated that the total amount of fund disburse to SHS/ TEVET in day only is 100.0% and the day/boading also amounts to 100.0%.
The document which was copied to the Heads, Assistant heads of the teaching and Accountants non teaching reads in part “please note that management despite the 5% shall still enjoy the teaching and non-teaching staff portion of the fund depending on which group they belong.
According to the document, the account per student released to the schools of the SHS /TEVET is GHC 46, adding that the difference of GHC4 per student has already been used to organize the academic intervention training for beneficiary teachers.
But having detecting the criminal movement by the management led by Headmaster Welfare, Mr Godson Ahiave Headmaster Academic, Mr Appiah Kubi and Headmaster of Administration, this portal gathered that the affected teaching and non teaching staff of Anglo SHS on Friday July 24, 2020 held a crunch meeting with the management to discuss how the money should be shared, accordingly to the modalities attached to the fund by the GES.
THE MAIN ISSUE;
During the said meeting, the three top kingpins of the Anglo SHS reported to have resisted that they wouldn’t at any point of time used the new modalities pesrcribed by the management of the GES for the disbursement of the fund.
The three, according to the teaching and non-teaching staff, told them in the meeting that they are going to use their discretion on how to share the money, saying that the GES under the Ministry of Education cannot detect to them on how they could disburse the academic, practical and technical intervention fund in their school.
The affected staff noted that the three arrogantly insisted that they are going to use the old modalities that is the one which was released by GES on May 2, 2019 to disburse the fund, which according to the staff would favour the management to cheat them.
The worry development which they raised the red flag and called on the Minister of Education, Dr Mathew Opoku Prempeh and Director General of Ghana Education Service, Prof Kwasi Opoku-Amankwa to immediately intervene into the matter and have the problem fixed in order to bring peace in the school.
When contacted by this reporter via telephone call on Saturday July 25, 2020 to get their side of the matter, the Headmaster in charge of Welfare of the Anlo SHS, Mr Godson Ahiave didn’t even denied or confirmed the allegations leveled against them.
Interestingly, Mr Ahiave has declined to speak to our reporter, claiming that they were warned by the GES not to speak to the journalists or general public when it comes to the information regarding the school.
But when this reporter quizzed him further, he stated that currently when the substantive Headmaster of the Anglo SHS, Mr Charles Ladzekpor has gone on mandatory retirement, the GES has posted the new Headmaster for the school but he was yet to report to academic administrative duties.
He said in the absence of the Headmaster of the school, the GES has appointed the Anloga District Director of the GES, Madam Yvonne Akpene Ama Bruce to be acting as the Headmistress of the school until the new one assumes work.
He pointed out that per the rules and regulations of the GES “l cannot bypass Madam Yvonne Akpene Ama Bruce to divulge any information to anybody or journalist without her consent or consulting her as the acting Headmistress of the school.
Interestingly, Mr Ahiave stressed that “I am telling you that we are her subordinates and that we cannot do anything without her knowledge and consent so whatever transpired in the meeting with the staff in regard to the issue of disbursement of the fund was done on behalf of Madam Yvonne Akpene Ama Bruce instructions .”
He added that “It is Madam Yvonne Akpene Ama Bruce who is the only one who can give you information about any issue regarding the school. We are not supposed to do so per the regulations and rules of the GES.
“So l cannot divulge anything to you on air or phone because if you want to take any information come to the school and then take the information, but on air or telephone l cannot divulge any information to you. I am working under her so without her instructions l cannot tell you anything, Mr Ahiave concluded."
When reached via telephone on Saturday July 25 2020, the Anloga District Director of the GES who doubles as the acting Headmistress of Anlo SHS, Madam Yvonne Akpene Ama Bruce admitted that what she knows was that she released this year’s academic, practical and technical intervention fund to Anlo SHS to be disbursed to the teaching and non-teaching staff.

noted that apart from taking the portion of the percentage of the money to pay the mandatory income tax to the government there are modalities attached to the fund on how the Anlo SHS should disburse the fund to teaching and non-teaching staff in the school.
According to her, the modalities attached to the fund by the GES stipulates that 70 percent of the money goes to the teaching staff whilst the 30 percent of the money to be disbursed to the non-teaching staff of the school.
She indicated that it behooves on the teaching and non-teaching of Anlo SHS on how to share their part of the fund.
According to Madam Bruce, no paper has been presented to her attesting to the modalities of the disbursement of the fund that they were talking about.
She stressed that “So in their issue l cannot talk on it now because l didn’t see any paper on the modalities they used to disburse the fund to teaching and non-teaching staff of the school, saying l cannot talk on this issue period". She concluded.
